Why Was Pesach Sheni Not Given Directly to Moses, but Passed Through the Children of Israel?
The verse where the story of Pesach Sheni appears is:
“וַיְהִי אֲנָשִׁים אֲשֶׁר הָיוּ טְמֵאִים לְנֶפֶשׁ אָדָם וְלֹא־יָכְלוּ לַעֲשֹׂת־הַפֶּסַח בַּיּוֹם הַהוּא וַיִּקְרְבוּ לִפְנֵי מֹשֶׁה וְלִפְנֵי אַהֲרֹן בַּיּוֹם הַהוּא: וַיֹּאמְרוּ הָאֲנָשִׁים הָהֵמָּה אֵלָיו אֲנַחְנוּ טְמֵאִים לְנֶפֶשׁ אָדָם לָמָּה נִגָּרַע לְבִלְתִּי הַקְרִיב אֶת־קָרְבַּן יְדוָד בְּמֹעֲדוֹ בְּתוֹךְ בְּנֵי יִשְׂרָאֵל”
- Numbers 9:6-7
Only then does Moses turn to Hashem, and Hashem responds with the law of Pesach Sheni.
So why was this law not stated directly from Hashem?
Short answer:
Because Pesach Sheni was not given from above, until someone from below asked.
The depth of the matter: 3 layers
1. Pesach Sheni: a repair born of longing

Pesach Sheni is a second chance.

But it was not given in advance, only when those people came and said: “Why are we left out?”, the possibility opened.

That is: The Holy One blessed be He waited for the will, in order to open a gate that did not exist.
2. Innovation in the Torah through a human being
This is one of the wonderful places in the Torah where a halacha is born from a human appeal.

It did not “descend” from above.

Rather it “grew” out of pain, desire, closeness.
There are halachot that the Holy One blessed be He gives. And there are opportunities that a person creates, and the Holy One blessed be He answers.
So Rashi comments (Numbers 9:7):
“This passage was worthy of being said through Moses like the rest of the entire Torah, except that these people merited that it be said through them, for one rolls merit through the meritorious.”
3. The message for the generations: even when it seems you “missed”, you can ask anew

Pesach Sheni is a symbol of teshuvah, of a second chance.

It teaches us: If you truly want, even heaven will open for you.

But it starts with you. With the question. With the longing.

“Why are we left out?”: one painful, brave and true question, opens a doorway for the generations. And precisely when it was not given in advance, this reveals: sometimes the great innovation comes from the human heart.
